Yes, this set of fog lights is compatible with the 2006 Honda Element EX 4 Cyl 2.4L. There would be no cutting or splicing of wires as the wires already have the butt type connectors installed. I can not guaranty that it comes with the installation instruction but, you can simply look it up on YouTube.
We also have our own DIY (Do-it-Yourself) guide. It may require basic automotive knowledge for proper installation and professional installation is always recommended. I keep replacing the drivers side fog light and it gets water in it and ruins it everytime. The stock lights were fine until drivers side cracked and filled with water then I replaced it twice more because of water and the original is still fine. What's the issue ??Rob A.Aug 19, 2021

Please call our toll free number and ask to be transferred to warranty department to have it replaced. Our replacement brand carries a 1 year unlimited mileage warranty. I hope this helps.
