What is the difference between this 2007 Toyota Rav4 bumper, part number TO1100241, and the other 2007 toyota rav4 bumper, part number

Both fit the 2007 Toyota RAV4 Limited. The difference is for TO1100241 - Without fender flare holes, Non- Capa, and for TO1100241C With fender flare holes, Capa Certified. Both are primed and can be painted to match the shade of the paint.

Overpriced piece of plastic garbage. They also charged me $50 for shipping and were delayed several days, without offering me a shipping credit. This bumper is very poorly made. As I was cleaning the car, a few drops of glass cleaner got on the bumper, I went to wipe it off. All the black paint came off the bumper onto the tissue. Now I have a gray spot on it. Save your money and look elsewhere. Absolutely awful quality.
