The original design of the Taurus does not allow you to use the wiper blades unless the part is intact . When the head of the lever breaks you can still signal a turn, but cannot clean your windshield.
The part is not hard to install if you follow the repair manual step by step. A local mechanic wanted to charge more for labor than for the part itself. If you need to replace this part, get the manual and the part and replace it yourself. You will save ~$100.
