As per checking, this is a guaranteed fit for your 1999 Ford F-250 Super Duty, with 8 cylinder engine, fleetside/styleside old body style type. We don't do painting on our body parts and only ship them primed. We suggest having it painted locally so they can correctly match the shade of your paint.

I recently bought this tailgate (8/25/23) as a replacement for my Truck. It came quickly and was beautiful out of the box. The matt black primer is pretty cool on its own but can be painted. It seemed to fit in place perfectly, but the issue was in the locking hinges. It requires my full force behind closing it and equally as much force in opening it.
I reached out to Carparts today. and unfortunately talking with an individual in the Philippines is not an easy task. I am going to try it out for a few days and hopefully, the hinges just need to break in. I will keep you updated. I might need to replace it because this is off. You will need a top cap for it.
Other than this I would recommend this tailgate for sure. Built-in Taiwan. so the quality is nice- Carparts says this is built to the same weight specs as the original Ford parts. It sure seems sturdy
