There are several ways you can test a relay. The easiest method involves swapping the suspect relay with a known good relay of the same design. You can temporarily borrow the good relay from another circuit in your vehicle. If the wipers work with the substitute relay installed, you know the original relay is faulty.
Obviously, you'll need to put the known good relay back in its original location before you attempt to operate the vehicle.
