The terms "upper" and "lower" can be a bit ambiguous because the orientation of the engine can vary (front-wheel drive vs. rear-wheel drive, transverse vs. longitudinal layout, etc.). However, in a transverse (front-wheel drive) engine, the upper sensor is usually associated with the intake camshaft, and the lower sensor is associated with the exhaust camshaft.
