A safe way to remove the dead bugs is by simply moistening the bumper with water and wiping the bugs off with a fabric softener sheet. But if you don't want to deal with dead bugs again, you can actually prevent your bumper from collecting them. This is easily done by spraying non-stick cooking spray on the bumper.
