These additives keep the water mixed with the fuel and reduce the freezing point. Note that isopropanol is safer and less corrosive, while methanol is effective but tends to damage rubber parts.

Alternatively, throw a blanket over the engine hood to trap heat and place a heat lamp underneath. The heat and insulation can warm the engine area and thaw the line.
