Given the difficult location and the challenges you've faced trying to install a standard freeze plug in the back of the head on your 1999 ISC 8.3 Cummins engine, a rubber expansion plug can be a temporary fix. But it is not recommended. Freeze plugs are designed to be a permanent seal and are typically made of metal or composite material. Rubber plugs are not as durable or reliable. It would be subjected to high temperatures and pressures.
