Hello there, Kevlar.
Did you purchase the bumper and fender from our company? If you did, I can guarantee that it has been pre-primed. When a body part or panel is described as "primed" that typically means it has been pre-primed by the manufacturer before being sold.
Pre-priming refers to a layer of primer coating that is applied at the factory, rather than needing to be applied after the part is purchased. So a "primed" body part will come with primer already on it.
So in summary, yes - a body panel, fender, bumper cover or other part that is described as "primed" would indicate that primer has already been applied before sale. It comes pre-coated and ready for paint.
Remember: Even if it's pre-primed, a light scuff and sanding before painting is always your friend. It ensures the paint sticks like glue and your new parts stay lookin' good!
Hope this helps, and if you have any other car questions, don't hesitate to throw 'em our way!
