Most likely a seized brake caliper and must replace the brake caliper.

That could be due to improper installation, improperly adjusted brake shoes, cylinder bore damage or debris, brake fluid contamination, damaged break line, or mechanical binding.

It's definitely frustrating to deal with persistent brake fluid leaks on your 1998 Ram truck, especially after replacing the wheel cylinders. Here are some things to check and diagnose and help fix that problem:
1. Defective/poor quality wheel cylinder. Ensure the part you are using has a reliable quality. A substandard one may not provide proper sealing.
2. Improper installation. Check the wheel cylinder if the installation steps/procedure is followed. Check for incorrect seating of the seals, overtightening of the bleeder xxxx , or damaging the cylinder upon installation.
3. Contaminated brake fluid. If the brake fluid is dirty or contaminated during the bleeding process, it could damage the seals in the wheel cylinder or cause them to fail prematurely.
4. Other issues. In some cases, the leak could be a symptom of a larger problem like a damaged brake line, faulty master cylinder, or internal wear and tear inside the drum brake assembly.
