If the wipers on your vehicle are behaving erratically and won't turn off or on despite replacing the motor, wiring harness, checking grounds, relays, fuses, and multifunction switch, it can be a complex issue. Here are the other potential issues I found. Could be from a bad wiper control module, wiper motor park switch, wiring or short circuit problems, the body control module, or the intermittent wiper relay.

Check your battery cables. Mine did the same until i put new ground cable on.
