theres going to be 2 comments i leave 1 for how to tell which goes where and one for how to install because it seems like you need help on both if I'm not mistaken (your pic cant upload into the Q&A by the way).

The two different clips serve different purposes. The stainless steel retaining clip goes on the back of the brake pad and keeps it from popping out of the caliper. The anti-rattle clip goes between the brake pad and caliper and helps reduce vibration and noise.
For the retaining clip, just make sure it is seated firmly and evenly on the back of the new brake pad before you install it. The new clip that came with the Wagner pads should work fine as a replacement.
If you're still having trouble installing the clips, you can contact the store where you purchased the product, or refer to the installation hardware included in the brake pad set, or consult the Wagner Brake website for more information on how to perform a complete brake job.
