FIRST, I WOULD HAVE THE STARTER CHECKED,THEN THE BATTERY, IF ALL THAT CHECKS OUT,THEN THE ALTERNATOR

Here are some things you can check if your 1999 Buick Park Avenue won't start:
- Battery: Check to make sure that the battery has enough power. You can do this by using a voltmeter to measure the battery voltage. The battery voltage should be between 12.6 and 13.2 volts. If the battery voltage is below 12.6 volts, the battery is dead and needs to be replaced.
- Starter: If the battery has enough power, the next thing to check is the starter. The starter is the motor that cranks the engine over. To check the starter, have someone turn the key to the start position while you listen for a clicking noise. If you hear a clicking noise, the starter is engaging, but not cranking the engine over. You should check if there is anything disconnected, missing or not working
