After reading about this, it seems even though the hazards work, the flasher may still be faulty unable to perform all functions.
Normally I would check the turn signal switch , that it feels normal, latching unlatching.
Also in some cases, it is best to do a complete walk around checking all parking and brake lights with help. It has been known that a non- working bulb does not draw enough current to actuate the flasher.

Hi there,
A possible bulb issue (defective) or loose terminal prong connector in the bulb socket of the driver side turn signal light wiring assembly is also a possibility (besides a cut/damaged wire or faulty bulbs). You need to trace it from there. All fuses and relays should be checked if busted up or faulty. As for now, we rule out a defective turn signal switch (the multi function switch). I hope this helps!
