Could be several reasons
1. bent (hard) brake line
2. ABS light on? Chances are, if your ABS light is not on, it's likely a clogged or frozen bleeder zerk.
3. if ABS is off, you've likely got a bad bleeder "zerk".
4. clogged bleeder zerk.
Possible fixes
1. Replace the bleeder zerk
2. Totally remove the bleeder zerk from the caliper. Check for presence of fluid. Assure your brake fluid receptical is full.
3. reinstall the bleeder zerk fully then slowly loosen the zerk; (at the same time) have someone depress the brake pedal as you do. (Vehicle running) be prepared to make a mess if a clog breaks loose.
4. OR take it to a local shop and have them check it.
Source: Lifelong Toyota owner. Had same problem with a 2007 Highlander. It was the zerk frozen up.
