Hello I had a similar problem on my Ford F-150, and what I found out was where the wires were soldered to the cluster were either cracked or loose and all it needed was to resolder wires on the on the cluster, as I looked at it they look like they didn't need to be resolder I resolder them anyways and it fixed the problem, after you check after you check fuses and it doesn't fix the problem, if you can get the cluster out you'll see all the solder points and if you know how to solder you you may fix the problem,
