What could be causing this? If it happens at every gas station and not just one, there is most likely a problem with your vehicle's vent / purge system for the fuel tank. When you fill up, the vapors inside the gas tank need to move and expand. They do so through a charcoal canister and purge valve.

Hey there! Have you tried inspecting your fuel pump, fuel filter, and fuel tank? Asking because if either of these components isn't in tip-top condition, it could cause the gasoline not to enter your engine. Try checking your fuel lines too; make sure they're not clogged.
Lastly, take a look at your gas cap. A broken one can cause a vacuum to form in the tank, which can then prevent the gasoline from entering your engine.
If you're not confident diagnosing the issue on your own, I suggest taking your wagon to a professional mechanic to have it checked.
