Based on the symptoms, there could be various potential issues causing your 2016 Chrysler 300 to experience high RPM and limited speed. Consider the following possibilities.
1) Throttle Body Problems: It is responsible for regulating the airflow into the engine. If it is not functioning correctly, it can cause the RPM to rise while the car is moving slowly.
2) Fuel System Issues: A problem with the fuel system, such as a clogged fuel filter or a failing fuel pump, can also cause these symptoms.
3) Electrical Problems: Electrical problems can cause issues with the car's sensors, which can cause the vehicle's computer to go into "limp mode" and limit speed.
4) Transmission Issues: A faulty transmission can cause a car to go into "limp mode," which limits the vehicle's speed and keeps the RPMs high to protect the transmission. Since you've had the issue for three days, it is possible that your transmission may be damaged and in need of repair or replacement.
You indicated that the code reader won't read the car, which could indicate a problem with the computer. A professional mechanic with a diagnostic tool may retrieve the blocked codes and use them to diagnose the problem. It is critical to have your vehicle analyzed by a specialist in order to determine the specific cause of the issue and ensure that it is addressed effectively and correctly.

Also could possibly be throttle body...
Possible catalytic converter is plugged check...
Mass air flow sensor could also cause those symptoms...
I would try and hook a different code reader up to it either a big one snap on or the one from part store that does print out just plug it I and it downloads all info and they print it out for you
