Hello!
Yes, you should be able to turn the engine by hand with a wrench on the crankshaft bolt. Since the engine was hydro-locked, I fear that something may have bent, preventing the crankshaft from rotating. At this point, since it's so easy to cause more damage to the engine, I would recommend taking the vehicle to a professional technician for further inspection.
