Hello! It sounds like there is either a short in the wiring somewhere, or perhaps a stuck open relay. I would start by removing the relay to see if the fan turns off. What is the year, make, and model of your vehicle?

Fan relay needs replaced. It's located in a black compartment under the hood.
Along with the other heavy duty relay's.
